PROFILE

Ian Kremmer is a qualified civil / structural engineer who has combined an initial 15 years working with major Tier 1 construction companies followed by with a subsequent 40 and management consultant with 40 years of extensive project, construction  and consulting experienced gained working on a wide range of civil engineering, building, infrastructure, transport, mining and IT projects within Australia and overseas.

Ian provides expert delay, cost and disruption claims analysis services and has specialist knowledge of project scheduling, cost management, project, tender and construction planning, design and construction methodology, program and portfolio management, capital works planning, management consulting and development of integrated project solutions to clients within the building, civil engineering, infrastructure, mining, oil and gas and IT industries.

Ian has a high level of technical and analytical capability that enables clients to optimise planning solutions and project delivery outcomes. Sydney Metro West Project - Lead Planner Role: Master Schedule for NSW Government Transport Business Case (HKA – Mar 2018 to present)

Responsible for preparation of the Master Schedule to support the NSW Government Business Case. Project value $15 to $20 billion. Initially undertook as HKA staff member from March 2018 through to August 2018. Continuing to support project as Kremmer Management Group sub-consultant from August 2018 to present. Gorgon Civil and Underground Services: Project Planning & Controls Manager and Precast Procurement Database Development (Leighton Contractors, 2011 to 2012)

As Acting Project Controls Manager, provided expert planning and scheduling advice and responsible for development and submission of the Master Construction Schedule. Responsible for development of a database control systems to track quantities of materials, resources and productivity changes and labour estimates. Established comprehensive procurement tracking system to manage precast fabrication (65,000 components) including development of reports and daily monitoring of design variations, procurement, shipping, logistics and site installation. Developed multi-user database to manage scope changes.

Great Northern Highway Realignment Project at Port Hedland: Project Planning & Controls Manager (Macmahon & John Holland, 2012 to 2013)

Responsible for developing and implementing the fully resourced Project Master Schedule, preparation of detailed procurement and resource plans, developing and implementing project controls for the GNH $280 million design & construct project. Responsible for preparation of monthly status reports, updating site construction programmes, establishing design and procurement monitoring systems, preparation of EOT claims and providing on-going project and strategic advice. The project includes in excess of 2.5 million cubic metres of earthworks, three major overpass bridges (including two over the BHP Rail line) and two major drainage culvert structures.

Port of Melbourne Expansion Project: Construction Planning & Schedule Risk Analysis (Port of Melbourne Corporation, 2013)

Responsible for management and review of detailed Construction Schedule for this project. The Construction Schedule was fully resourced and a Basis of Schedule was prepared for the schedule. Undertook detailed Monte Carlo Risk Schedule Analysis for the Construction Schedule and a high level Risk Analysis for the Project Master Schedule.

Jolimont Rail Redevelopment, Melbourne: Master Programme (Major Projects Victoria, 1996)

Preparation and on-going development of Master Programme for relocation of 54 rail lines to 12 rail lines, construction of new walls to support the Federation Square platform and relocation of CBD maintenance facilities to outer Melbourne locations.

Iran Copper Mine Tailings Projects: Project Planning & Controls Manager and Assistant Project Manager (Australian Tailings Consultants, 2004 to 2008)

Project Planning and Controls Manager and Assistant Project Manager for Tailings Disposal System for the Sungun, Sar Cheshmeh and Miduk Copper Mines in Iran. Development of cost plans, programs, studies, design and engineering, including detailed analysis for Pre-Feasibility and Feasibiity Reports for the Sungun and Sar Cheshmeh projects. From 2004 to 2008, Ian had 18 site visits to the support the Iran tailings projects.

Batu Hijau Copper Mine: Site Project Planner, Construction Engineer and Project Controls for Earthworks, Sumbawa, Indonesia (John Holland, 1998)

Development of detailed earthworks construction programme with plant and equipment resourcing. On-site project planning and project engineering support. Extensive earthworks project with monthly production exceeding 1 million cubic metres per month.

Madagascar QMM Port Development (Rio Tinto): Project Planning and Construction Progress & Productivity Control System (Rio Tinto, 2006 and 2007)

Preparation of the Master Program for the project from design through to construction and handover. Development of a comprehensive database to monitor site progress in detail, including daily production and diary records for quarry and breakwater construction. The system allowed Rio Tinto to accurately assess contractor performance and contractual claims.

Oakajee Port & Rail Project: Master Programme & Project Planning Consultant (Oakajee Port & Rail, 2008)

The Oakajee Port and Rail Project was valued at $5 billion and involved a major port development and 500km of rail infrastructure. Services included preparation and development of the project Master Program in Primavera P6 including detailed scheduling of design and construction tasks, environment planning, indigenous and land approvals and legal and financial closure requirements and evaluation of program scenarios and risk scenarios. Development of Master Schedule, including legal and approval processes, for the Oakajee Port and Rail Project which was valued at $5 billion and involved a major port development and 500km of rail infrastructure.

Port Headland Outer Harbour Quantum Project: Master Programme & Procurement Strategy Programme (BHP / AECOM, 2010)

Provision of specialist planning and scheduling advice and preparation of numerous high level strategic Master Programmes for the Port Headland Outer Harbour Development. Review of contract and construction programs, project scenarios and risks.

Olympic Dam: Master Programme for Pre-Feasibility Study (BHP / AECOM, 2009)

Preparation of the Master Program in Primavera P6 for the Pre-Feasibility Stage, including review and consideration of numerous options for the project, including resource loading.

Goro Nickel Mine, New Caledonia: Cost & Productivity Systems Development  (Goro Nickel, 2006)

Development of database system to plan and monitor earthworks progress and productivity for major dam construction at Goro Nickel Mine.

Nyrstar Smelter Shutdowns: Schedule Risk Analysis (Beca, 2002 to 2004)

Developed detailed Monte Carlo risk analysis schedules using @Risk Project software for smelter shut downs for Nyrstar at Port Pirie and Hobart.

AIRPORT PROJECTS

Melbourne Airport T2 International Terminal Expansion: Master Programme & Constructability Advice (Melbourne Airport - 2006 to 2009)

Planning consultant for $330 million expansion of the International Terminal and associated airfield and building projects for Melbourne Airport. This project involved redevelopment of the International Terminal, including additional Gates, Lounges, Retail Facilities and Baggage Systems. The project was successfully completed on-time and on-budget.

Melbourne Airport Master Schedule Development: Planning Consultant (Melbourne Airport, 2006 to 2010)

Ian’s role as planning consultant was to develop numerous Master Schedules for individual projects and programs and to provide advice regarding interface management and procurement and contracting strategy to enable coordination of projects within Melbourne Airport.

Melbourne Airport Taxiway &  Western Apron: Master Programme & Constructability Advice (Melbourne Airport, 2007 to 2008)

Provision of Master Programme, planning, programming and constructability advice and detailed development and construction programme. Ian provided detailed scheduling, 4D construction planning, interface planning and progress monitoring of aprons and taxiways adjacent to the new International Terminal Expansion.

Melbourne Airport A380 Runway Widening: Project Planning & Controls Systems and Constructability Advice (Melbourne Airport, 2003 to 2004)

This was a high-risk project which involved the complete shutdown of the main runway at Melbourne Airport for a period of one month to widen the runway to accommodate A380 aircraft and to install a CAT II lighting system. The project was successfully completed without one day loss against the original schedule and won the coveted industry Construction Achievement Award which is awarded annually for the most successful Australian construction project.  ]Ian’s role as consultant was to provide planning advice directly to Melbourne Airport, from inception to completion, for all aspects of this project, which was logistically complex due to large quantities and risks associated with the shut-down. Ian provided detailed planning of the early works, including intersection upgrades and developed a daily progress monitoring system for reporting directly to senior airport staff.

Melbourne Airport  A380 ART Buildings: Master Programme & Constructability Advice (Melbourne Airport, 2003 to 2004)

Master programming, staging ad-vice, evaluation of construction options, general risk management advice in relation to runway widening, aircraft parking apron extension, terminal and aerobridge works for new Airbus A380 aircraft. Detailed planning and progress monitoring of A380 runway widening.

National Project Manager and Design Manager for $40 million project involved the design and construction of building works and base infrastructure services requiring a high degree of technical complexity and reliability

OIL AND GAS PROJECTS

Gorgon Civil and Underground Services Project (Leighton Contractors, 2011 to 2012)

Provided expert planning and scheduling advice to Leighton Contractors for the Gorgon Civil and Underground Services Contract. Services provided have included: acting as Project Controls Manager at the commencement of the project responsible for development of the Project Master Schedule using Primavera P6. This schedule was fully resourced with manpower, quantities and TEU logistics demand resources. 

The total value of the Leighton Civil Works contract was approximately $2 billion and involves complex logistics and construction planning and staging at a remote island location. Responsible for the development of detailed 4-D construction staging and simulation models using state-of-the-art Navisworks Building Information Modelling (BIM) software interfacing with a custom designed procurement and logistics database to provide virtual construction simulation at Level 4 schedule detail for detailed analysis, status review and demonstration to the construction staging of concrete, piping and electrical cabling works.

Development of a procurement and logistics database system for the Gorgon Project to support the detailed fabrication, logistics and installation of 60,000 components (100,000+ m3) of various precast concrete components to Barrow Island. Other tasks included preparation and monitoring of detailed logistics plans, development of production and productivity rates and advice on risks

Icthys Inpex CVL-3 Civil and Underground Works Project, Last Planner Systems Development & Implementation (Leighton Contractors, 2013)

Responsible for designing, developing and implementing a Last Planner Database System for this project. The purpose of this comprehensive database system has been to provide accurate and reliable daily reporting to the client and internally including labour, plant, progress and production issues, weather, industrial, safety and other information. The system also captures weekly planning and daily monitoring of production and productivity based upon bill items and provides comparisons between earned and actual plant and labour hours and planned versus actual production. Responsible for implementing Navisworks BIM development and data extraction to facilitate procurement tracking and control.
